The Customer is a leading provider forcivil works which includes constructions of various government works like power plants, bridge, dams, administrative buildings, pipelines and other construction related government works in India.


The heart of the business, which is to ensure measurement book used in civil construction into an android app and to make the billing process transparent and reliable.A Measurement Book is the original record of all kinds of work involved in a civil construction which are susceptible of measurement.

All entries in a measurement book form the basis of payment.The rules should be observed while writing a Measurement Book so that the entries are reliable, clear and self-explanatory and all chances of making double payment are avoided.

Because of the manual intervention, the measurement book which is the original record was always vulnerable to modification to the commitments between the contractor and the government officials(stakeholders) responsible. There was a hectic task to maintain multiple work orders, monitor the work completion and monitor payments to avoid double payments and ensure appropriate payments.


AASHDIT did a detailed analysis of the AS-IS process. This helped in identifying bottlenecks and areas for improvement in the process. Government Officials and Civil Contractors were asked about the various issues they faced in daily operations. The feedback was noted for improvements.

The Leads of the various applications currently being used, participated in Working Group meetings with AASHDIT and its Partner in identifying existing IT artifacts, interfaces and built a repository of common re-usable artifacts. Armed with these information, AASHDIT was able to propose a TO-BE process.

A new application was built using spring framework and MVC architecture, Android Studio 1.5, Postman web services,using a MySQL 5.1 server as the database. This application provides a unified view of various aspects of the operations such as Manage Employees, SOR, Estimates, Estimate Activities,Manage Work Order, Create Measurement Book, Upload Images and documents, Manage Contractor, etc.

Stakeholders can create measurement book and forward it other stakeholders through email service if requested.


1. Approach taken by AASHDIT to find a Solution for the customer’s specific challenges ensured that the good parts of the current system were retained and re-used. This prevented a mono-lithic rewrite of the application, which would have taken more Time to finish and contributed to the application budget overrun.

2. Agile Developmental Methodology was used to ensure turnaround time for change requests were less than typically 8 hours. The end users always had a preview of what was to be delivered and could validate the application in time. Thus there was no long UAT periods when both Development and Customer resources would be fully blocked or unused

3. Secondly, using this application senior management could see the value adds in optimum resource utilization, better deliverable service etc.
